In #3122, we introduced a fix in
snapshot_downloadso that if therepo_infocall mentions more than 50k files ininfo.siblings, we consider this list of files to be unreliable and prefer to make an additionallist_repo_treecall. This PR updates the policy by callinglist_repo_treealso when no siblings are returned.Show prevent errors like #3240.
